Lieutenant Colonel John L. Keefe, Jr., distinguished himself by exceptionally meritorious conduct in the performance of outstanding service to the United States as Chief, Operations and Plans Section, Joint Operations Division, United States Readiness Command, from August 1980 to June 1985. LTC Keefe established Force Requirements to support the JCS and other unified commands, directed the USREDCOM Crisis Action Team during contingencies, developed comprehensive plans for joint and combined operations in Central America, authored numerous command regulations, and developed Rapid Reaction Force Packages to support JCS in time of crisis situations. The distinguished and exemplary accomplishments of LTC Keefe culminate a long and distinguished career in the service of his country and reflect great credit upon himself, the United States Army, and the Department of Defense.
