Should really be "Special or fictional", like the parent category Category:Special or fictional flags -- there are a number of flags which are not particularly "fictional". For example, File:Leather, Latex, and BDSM pride - Light.svg / File:Leather, Latex, and BDSM pride.svg can be a real cloth flag which is flown on various occasions, as seen at File:Leather pride flag SF.jpg / File:Folsom Street Fair.JPG, so there's not much "fictional" about it (though of course it's not an official governmental flag).
