Get the Roadgeek 2005 Fonts and then just edit these in your favorite SVG editor (I recommend Inkscape.), and then change all text objects to paths. Then save it as a plain SVG. That should be safe to upload to the Commons as County Name County Route X 2-digit State.svg (For example: Jackson County Route 42 AL.svg). Then use that in Wikipedia. You should also add it to the list above.
