Zum ersten Mal nach dem Zusammenbruch hatten sich die Ministerpräsidenten und Vertreter der deutschen Länder, mit Ausnahme der 5 Ministerpräsidenten der sowjetischen Besatzungszone gemeinsam an einen Konferenztisch gesetzt, um die für die deutsche Zukunft bedeutungsvollen wirtschaftlichen und politischen Fragen zu erörtern. Die Vertreter der Länder der sowjetischen Besatzungszone stellten den Antrag, zuerst folgende Frage zu beraten: Bildung einer deutschen zentralen Verwaltung durch Verständigung der demokratischen Parteien und Gewerkschaften zur Schaffung des deutschen Einheitsstaates. Sie erklärten, daß nur eine Volksabstimmung über die Neugestaltung Deutschlands entscheiden kann. Dieser Antrag wird von den westlichen Vertretern abgelehnt. Daraufhin lehnen die Vertreter der Länder der sowjetischen Besatzungszone die Teilnahme ab.
Die Konferenz fand am 6. und 7. Juni 1947 unter Vorsitz des bayrischen Ministerpräsidenten
Dr. Ehard in München statt.
