This image differs significantly from Image:FBISeal.png. The typography doesn't match the official version, and the stripes are wrong and the laurels drawn differently. I doubt it still qualifies as PD-USGov; it might be under copyright as a sufficiently original rendering of the seal's en:blazon. See Commons talk:Licensing#Image:FBI_seal.svg.
