The archival source states this is ca 1901. This vessel did not operate on the Columbia River until 1902 (previously from 1897 to 1902 had operated on the Kootenay River). Vessel was permanently out of service in 1903, so date of ca 1902 seems correct (provided the river shown is the Columbia and not the Kootenay river).
