Reason for the deletion request: I don't think that any media file can be considered a "factual presentation", unless I'm mistaken with the meaning of the regulation. This template is only used for Reykjavik CoA and flag, which could be re-designed with our heraldic toolbox (possibly by me) should this licence template be deemed improper.

4. Additionally, you may want to check for Wikimedia projects that use this item and then remove or, if possible, replace with a superior item.
