Old proposal:

Public domain
English: The copyright of this Norwegian photograph has expired in Norway only if one of the following criteria is met:

1. For photographic works (fotografiske verk):

a) the photographer died before January 1, 1944, or
b) the photographer is not known, and cannot be traced, and the work of art was created before January 1, 1944.

2. For photographic images (fotografiske bilder), such as images by the press:

a) the photographer is unknown or died before January 1, 1999, and the image was created before January 1, 1964 (Norwegian Copyright Act §43a), or
b) the photographer is unknown or died before January 1, 1980, and the image was created before January 1, 1970 (Norwegian Photograph Act).

To uploader: Please provide information about where the image was first published, who created it, and when the photographer died, if known.
The right to be attributed does not expire in Norway.

Images uploaded to Wikimedia Commons must also be in the public domain in the United States. A Norwegian photograph is in the public domain in the U.S. only if it was in the public domain in Norway in 1996 and no copyright was registered in the U.S. (this is the effect of 17 USC 104A with its critical date of January 1, 1996), or if it was published prior to 1923. Photographic images complying with the requirements in article 2b above were in the public domain in Norway in 1996.
