This image is a Coat of Arms. Two very different things are involved in a Coat of Arms.

The CoA definition (referred to as a "blazon") is made of words - for instance, "Per fess argent and vert, a dragon passant gules".
The CoA representation is a picture - for example, the one on the left.
As a general rule, the blazon, being a set of instructions, is free from copyright. Individual representations of a CoA, drawn from a blazon, have a copyright belonging to the artist, but are not derivative works. This is in contrast to a representation which is copied from another representation, which is a derivative work.

This image, which is believed to be drawn from the blazon by the named author, is, therefore, free of all copyrights except the one belonging to the author.
This information template is not a license. A license from the author must be included and the source, if not "own work".
Note that the use of coats of arms is often restricted, independent of copyright status. A coat of arms represents its owner. Although it may be freely represented, it cannot be appropriated, or used in such a way as to create a confusion with or a prejudice to its owner.
