Responding to your message on my talk page... yes, unfortunately, images you find on the Internet are almost always copyrighted, and cannot be uploaded to Commons without permission from the photographers (unless the photos are old enough for the copyright to have expired, but this is typically a very long time, and the rules differ by country). If you alter a photo with photoshop, you are creating a derivative work of the original, which is still subject to the copyright of the original (as long as there are any traces of the original in there). You can't distribute it (or upload it to Commons) without the permission of the author of the original either (this is spelled out in copyright law; authors can control all derivative works). Most especially, don't use any images marked as "fair use" on Wikipedia. Therefore, I would expect most or all of your uploads to be deleted. If a photograph was published in China more than 50 years ago, you may be able to argue to keep it under the terms of {{PD-China}}. Hope this helps... as discouraging as it may seem, we follow copyright law, and try to encourage people to go take their own pictures and upload them with a free license. To use PD-Art, we have to know that the original art is public domain. Usually, that means knowing the artist died more than 70 years ago (or 50 for China I think), or at least know that it was first published long enough ago to be sure that it wouldn't matter who the artist is. In short... we need to know some information about when the art was originally published, so we can make a case for it being public domain. Art with no information whatsoever we usually don't keep either (maybe it was only published 30 years ago, and is still copyrighted, for example). Carl Lindberg (talk) 16:56, 3 December 2008 (UTC)

I don't want to take sides when I'm not really sure who's correct, but I've given you clues that will help you edit SVGs on your own. SVG files are text files, and can be opened in a regular text editor (though certain files need a UTF-8 aware text editor). AnonMoos (talk) 07:56, 15 May 2009 (UTC)

I don't know that I want to get involved in "lobbying" or content disputes; I gave you an example of how to modify SVG files (which is much better than uploading GIFs and JPEGs to replace SVGs), but such technical advice is about as far as my interest in this matter goes. The main Chinese flags that I've created images of are File:Chinese-Army-Wuhan-Flag-1911-1928 dots18.svg and File:Chinese-Army-Wuhan-Flag-1911-1928 dots19.svg, and fortunately they don't contain any blue at all! I just like to point out the fact that File:Flag of the Republic of China.svg is under full protection, and its creator admin Zscout370 seems to be taking some sort of break, the situation becomes difficult, because it is not only en:wikipedia is using that file, Chinese wiki, Japanese wiki, Korean wiki, plus many other wiki are using that file too; without releasing the File:Flag of the Republic of China.svg from full protection into semi-protection, hundreds of wiki would be stuck with the disputed image. I hope you understand the scope of the problem

- Thanks for your advice, AnonMoos. Well you might have guess I am very in-experience with SVG or PNG or jpeg. What happen was I for the first time ever, using open office.org Draw. I spend the whole day, just managed to upload some files onto commons. Please feel free to point out where went wrong, because I am just beginning to use open office Draw.
- Just now I use open office draw to construct a SVG file, but the SVG file is web page. Now I do not know how to upload a web page onto commons. Hope you can help me.

- Unfortunately, from a purely technical point of view it was pretty bad -- there was a small blurry JPEG embedded, while SVG files are really intended to be for vector data which can scale up without being blurred. All you had to do was to perform a substitution on File:Naval Jack of the Republic of China.svg similar to what I previously did on File:Flag of the Republic of China (alternate blue).svg. See the current version of File:ROC Navy Military flag(alternete blue).svg ... AnonMoos (talk) 01:54, 25 May 2009 (UTC)
- I can see the svg is now very clear. One iportant thing I have not work out is how to convert the text on a text editor(say microsoft Word) into a svg file. Could you give me some advice on this question?

- I don't actually edit SVG files within programs (I use Inkscape to test and convert SVG files, but not to edit them), and I hand-edited File:Flag of the Republic of China (alternate blue).svg and File:ROC Navy Military flag(alternete blue).svg within a text editor (Windows Notepad or similar) to simply replace instances of "#082567" with "#0000AA"... Please have a look File:Republic of China National Emblem.svg, I have made a big blunder, I change the color, somehow the size went all wrong. Could you please help to change it back to its original size ? Thanks.

- Just download the "08:04, 26 December 2008" version of Republic_of_China_National_Emblem.svg (i.e. the file at http://upload.wikimedia.org/wikipedia/commons/archive/a/a0/20090525071206%21Republic_of_China_National_Emblem.svg ) and open it in a fricken simple plain text editor (like Notepad if you're on Windows, kwrite if you have a KDE Linux system, or many many others) and then search and replace all instances of "#082567" to "#0000AA", and then re-save it in text file format (but with an ".svg" filename extension), and re-upload that file. I won't be re-uploading in this manner over File:Republic of China National Emblem.svg, because that would imply that I'm making a statement that I know which shade of blue is correct, when in fact I don't know which shade of blue is correct... - Regarding to concensus, evidence presented by IP User 128.208.37.203 is very weak, to say the least, since he/she admitted that:Quote:Although there is no any restriction of the shade of the flag by any law. - Hi! Thanks for the reply! Please do not change all the files that involve the white sun on blue skies here on Wikimedia Commons en masse without prior concensus. When no concensus has been reached or that no prior discussions were made, then you should not make any changes to the file unless it's trivial technical changes or vandalism reverts. If you insist on changes to the files but a concensus has not resulted, then you should create a new file and upload it under a new name, after that, you may use that new file in the local Wikimedia wiki of your choice. This is because files uploaded by editors on Wikimedia Commons (provided they meet the licensing requirements) are shared by all Wikimedia wikis. They are free to exist on Wikimedia Commons (so to speak), regardless of inaccuracies or the POV nature of their content. When an editor embeds a file on a local Wikimedia wiki, then that editor has to adhere by the rules previously set forth on that local wiki. For example, you think that there exists an inaccuracy in all the Wikimedia Commons files which contain the white sun on blue skies image. Then you should start a discussion on the Commons files' talkpages, wait for others' inputs, and agree to a final concensus, before making any changes to the Commons files. As a temporary measure, you could upload different files under different names such as the set of "...(alternate blue)" files that you or others have uploaded onto Commons. These could then be used on local Wikimedia wikis such as the English Wikipedia, provided they conform to local wiki rules. Without a concensus being reached, you should not change the original Commons files, thus I have reverted the changes. Reversion to an older version made after a concensus (albeit an older discussion) against a recent one made without a concensus needs no discussion. However, if a recent concensus was indeed reached to have a lighter shade of blue, and that I have somehow missed reading where that concensus was reached, then I apologise, and you are in the right to revert to the lighter shade of blue. It is weird that Zscout370 (talk · contributions) has not replied to your comments for such a long time, maybe he's not interested in the matter anymore. Regarding the colour of the flag: I have now edited File:Emblem of the Kuomintang.svg to perfectly match the colour at kmt.org.tw. Is this colour a version that suits you? If so, we could use it for all other images related to the flag of the Republic of China; if not, the matter would need to be discussed once again. odder 10:57, 14 June 2009 (UTC)

- Thanks admin odder for your fair comment regarding File talk:Flag of the Republic of China.svg, now at least I know for sure that wikicommons is not on a collision course with KMT.org.tw over the color of their party emblem, and please, use your power, or whatever, make this color matching sort of permanent, to stop any future changes of color, unless the KMT.org.tw do it first, which I doubt it would ever happen.
Once we have solve the official, and final, color of File:Emblem of the Kuomintang.svg We now come to all the files that contain original Blue Sky White Sun Emblem (青天白日), which was designed in 1893. If we care to read the en:Republic of China history, and an wikipedia article created by me en:Dang Guo, we would know that en:Kuomintang was formed before en:Republic of China, that means File:Flag of the Republic of China.svg was created using the image of File:Emblem of the Kuomintang.svg, that can only means all the files that contain original Blue Sky White Sun Emblem (青天白日) MUST use the same matching color.

- I do not really trust the colours used by FOTW, they seem to be too symbolic; additionally, the colours and their genesis are not described at all. I have now changed all the files you have previously linked to use the colour from kmt.org.tw. The said files have been today protected by O (talk · contributions) and only Commons administrators are allowed to edit the files (and change their descriptions). The shade of blue I have used will stay for a while until any other admin decides to change it (I hope that won't happen, at least not in the nearest future); non-admins will need to start a discussion on the colours and gain a consensus. May be I do not know what was the exact date of the files being published, but I know for sure that these images were taken during the second world war, which is more than 50 years ago. - If the date of publication is unknown, an image may have nevertheless entered the public domain, like never published within 50 years since creation in China. China does not have perpetual copyright for unpublished works, so I have amended Template:PD-China to reflect this. However, when in doubt, leave it out. Hi Arilang, you last comment at DR and your start of upload TIME LIFE images without knowing the exact copyright status looks incomprehensible to me. As the uploader you must assure that the image fulfills our licensing policy. I ask you not to upload something you can't definitively say if it is correct or not. You are uploading photographs from the british photographer w:en:George Rodger who died 1995, his works maybe - I only assume - can enjoy copyright untill 2066, see COM:L#United Kingdom. --Martin H. - I agree, every cooperation with any image source is an improvement. It is not that Twitter or Facebook or someone else can reuse images even with permission. The copyright holder must voluntarily irrevocably give permission to everyone (not only Wikipedia or Commons) to reuse his property for every purpose including modification and commercial use for no fee. Hi Arilang1234, with regards to the Sino-American Special Technical Cooperative Organization page and pages here in general although they are called articles, pages here really should be more about the pictures then the text. Sometimes when there is no suitable articles elsewhere, or if the number of pictures justifies it, a greater number of words may be justified, however since there is already both a Chinese and English article on the topic with multiple interwikis to those articles, there really is no point in repeating material which can be found, and is better suited to being elsewhere.
On another matter, I'm sorry but I can't help but notice that you have a great many deleted images, it may be worth you reading Commons:許可協議 to see what can and cannot be hosted here.KTo288 (talk) 14:18, 29 November 2009 (UTC)

Thanks for your reply, user Sv1xv. These propaganda posters were done by a group of artists, definitely not done by a single person. Would that qualify as anonymous? I like to ask you a few more questions:
- Is there any time limit on the publication date? I mean, if posters published in 1940s, 1950s, are OK, what about 1960s(Cultural Revolution era), 1970s, or 1980s?
- According to the documentation of {{PD-China}}, 50 years from creation = 1959 for anonymous works. Sv1xv (talk) 03:16, 1 December 2009 (UTC)
