Guten Tag, helo. Thank you for your message.
I have added Category:Pelvoux to some images belonging to Category:Barre des Écrins because this pictures have been photographed from Pelvoux commune. Here, I consider Peloux as the name of the Pelvoux commune in the Hautes-Alpes( in France, a commune is the smallest administrative divison). Picture Image:Ecrins Face sud de la Barre des Ecrins.png has been photographed from Saint-Christophe-en-Oisans commune. So I have not added Category:Pelvoux here.
If I add Category:Barre des Écrins to Category:Pelvoux that means Category:Barre des Écrins is included in Category:Pelvoux; and this is not true. To sum up, for me Category:Barre des Écrins belongs either Category:Pelvoux or Category:Saint-Christophe-en-Oisans.

- Hello. Yes Category:Massif des Écrins should be the category for the mountain group. But a picture who is in Category:Pelvoux could also be declared in Category:Massif des Écrins. Moreover, Pelvoux, is sometime used in France to refer to the center of Massif des Ecrins and Category:Massif du Peloux (not available now) would not be a mistake to my opinion.

thanks for dropping your questions.
About the mountain passes [1], I think it makes more sense to cluster categories together that are related to each other. I had trouble finding the categories "mountain passes", because I kept on looking in "Mountains", which is a subcategory of "Geography". Since mountain passes can only exist in mountains, it makes sense in my opinion to add "mountain passes" in "mountains", since that is already a subcategory of "Geography". Same thing goes again for "Alpine huts", which are located on mountains by definition. The most important thing is to categorise in such a way to make navigation easy. So for example when looking at "Mountains", one can see with one click all the other important categories such as "Mountain passes", "Alpine huts", maybe even "Flora of the mountains", etc., etc.
About the empty categories, yes indeed, they should either have a redirect or be completely deleted. Empty categories can be deleted with {{speedy delete|empty category}} for example. In the case of "Exnerturm", I left it because I think other users should decide whether a deletion should come in or a redirect.
About the language policy, it stipulates that categories should be in English. This is sometimes a cause for discussion, such as you rightly pointed out with Category:Matterhorn. In the case of Category:Drei Zinnen, that category was created half a year before the other one and in this case goes in order of precedence, before User:Godromil put in his edits. - Please do not put messages in bold on my talk page, it says on the top in the orange box, maybe you missed it. As I said before, I think it makes sense to put in "Mountain passes" into "Mountains", because without a mountain a mountain pass cannot exist. It makes navigation easier. "Alpine houses" should remain within the mountains, but can of course be listed under other categories as well. As you rightly pointed out, a category is a is-a or a has-a relationship, so it is my understanding from your message that you are fine with "passes" being in "mountains". About the houses, it is clear that they are linked to each other geographically. If you only leave them under "Buildings" a user might completely miss it and that would be unfortunate.
From the discussion page on moving [2], the consensus is far from clear and there was no definite decision. In this case I did not create a new category as you state, but moved images to an existing one that was there beforehand. Thank you for pointing the policy out for me [3], I am aware of it, however it says "usually" not deleted, that still does not mean that categories cannot be deleted at all, it happens everyday [4]. As I said above, in this particular case I will let someone else decide if they want a redirect or a deletion. But I appreciate your concern about dangling links and finding consensus. First, the discussion on Categories with only one image has been helpful to me in deciding what to do with images of Philadelphia buildings. My suggestion to you is that you should decide how you will work with categories and galleries in whatever particular part of this site is fruitful for you.
For myself, I stated my plan for adding photos of Philadelphia buildings in the Village Pump. You can watch me add images as I have time, and later I will consider new sub-categories and galleries to include my images and the images of others. I have taken a few categories mentioning Philadelphia off certain images, where I thought that the mention of Philadelphia is basically irrelevant to anyone seeking the image.

- Hi David, thanks for your comments. I was asking for some rules and a got some useful links now. It was about galleries and pages somebody else created. I prefer to have a sound set of images grouped together into a category (like you do), I usually do not create galleries at all. If later there will be more images and even more, I still can create appropriate sub-cats.
- I had a look at one of the images, File:Philadelphia-CityHall-2006.jpg, and I would not do that: Have a look at the categories of Category:Philadelphia City Hall, it's all there as parent categories. Imagine all images of buildings of Pennsylvania being also in Category:Buildings in Pennsylvania, nobody will find anything there. Please see also Commons:Categories#Over-categorization.

- Yes, that's what I'm thinking. It would be Category:Buildings in Philadelphia or a child category thereof. Philadelphia is a big city, so the category dealing with buildings there will get a lot of entries. After that, it would still be possible to move down (the category-tree) some of these images, let's say to Category:Philadelphia City Hall. But if child categories are already existing, put the image to the appropriate category. As a rule of thumb:
- Always use the deepest category you can find in the tree matching your image (Category:Philadelphia City Hall for town hall pictures and Category:Buildings in Philadelphia for your neighbourhood postoffice).
- Feel free to use as many categories as necessary, but avoid adding parent categories (this is called over categorization). But it is perfect to have an image like File:Philadelphia-CityHall-2006.jpg in Category:Philadelphia City Hall and in Category:Clock towers in the United States or Category:Buildings with blue roof (to give a nonsense example).

[edit] Request for help on the German Wikipedia
Here is an image formerly used to illustrate the English Wikipedia article First bank of the United States. I removed it from the article, because it has nothing to do with that bank. The same image is used in the German Wikipedia article, but I am not an editor there, so I have no way to remove it.

Dear Herzi Pinki,
I have seen that you had some doubts whether File:Geranium cinereum001.jpg and File:Papaver lapeyrousianum001.jpg are correctly referred to Category:Flora of Pyrenees.
I confirm that these plants, the picture of which was taken in the Jardin alpin du Lautaret, are endemics of the Pyrenees. Consequently I have removed the question mark you have put in their description.
