Thanks for uploading Image:Coat_of_arms_of_Western_Sahara.svg. I notice the image page currently doesn't specify who created the content, so the copyright status is unclear. If you have not created this media yourself then you need to argue that we have the right to use the media on Wikimedia Commons (see copyright tagging below). If you have not created the media yourself then you should also specify where you found it, i.e., in most cases link to the website where you got it, and the terms of use for content from that page. If the content is a derivative of a copyrighted work, you need to supply the names and a licence of the original authors as well.
If the media also doesn't have a copyright tag, then you must also add one. If you created/took the picture, audio, or video then you can use {{self|GFDL|cc-by-sa-all}} to release it under the multilicense GFDL plus Creative Commons Attribution-ShareAlike All-version license or {{PD-self}} to release it into the public domain. See Commons:Copyright tags for the full list of copyright tags that you can use.
Note that any unsourced and untagged images will be deleted one week after they have been uploaded, as described on criteria for speedy deletion. Dear Reisio,
at Image:Flag_of_Portugal.svg it says:
- Public domain : This image has been released into the public domain by its author, Reisio. This applies worldwide.
- In some countries this may not be legally possible; if so: Reisio grants anyone the right to use this work for any purpose, without any conditions, unless such conditions are required by law.
However at Image_talk:Flag_of_Portugal.svg#Authorship, it says:
- This version was authored by Vítor Luís Rodrigues and António Martins-Tuválkin under contract of the President of the Portuguese Republic, Dr. Jorge Sampaio, in June 2004.
So, which is it? Who did actually create this (BTW, splendid) image?

- Get comfy, my child, and I will tell you a tale of ingenuity and duty, of irresponsibility and ignorance, OH WHAT A TALE IT IS!:
- Basically, Zscout370, being the occasionally useful person that he is, initiated this conversation on the WikiProject Flags talk page.
- As you can probably figure out, then, I converted the image into SVG and uploaded it to my personal site (not to Commons), and Dbenbenn, being the occasionally useful person that he is, uploaded the data to Image:Flag of Portugal.svg with the summary "more accurate version, converted from http://presidenciarepublica.pt/pt/republica/simbolos/bandeiras/ by User:Reisio", which is accurate, and does not attribute its creation to me, just the conversion.
- Two days later I fixed the source information. At this time the file was still properly labelled with the {{PD}} template.
- Four months later, Afonso Silva somewhat inexplicably replaced {{PD}} with {{Insignia2}}, leaving the file technically without a "license tag" (the public domain is not really a license, but a state in which data can reside, and thus the term "license tag" is somewhat strange, but alas that's what we call them here).
- Nearly a year later, ALE! marks the page as having {{no license}}... instead of checking the history to see if someone (like Afonso Silva) removed a license tag for no good reason, and reverting that change — which is what he should have done, particularly since he was then (and still is) a Commons administrator.
- About an hour later, WebBoy tags the page with {{PD-user|Reisio}}, either from misinterpreting Dbenbenn's summary, or perhaps because he is a proponent of the idiotic deprecation of {{PD}}, which I have always opposed partly for the very reason you are here — not having it breeds misinformation. What WebBoy should have done, of course, is what ALE! should have done: gone back in the history and reverted Afonso Silva's removal of {{PD}}.
- Over the course of time, through vandalism and inept users' edits, WebBoy's revision seems to have remained intact, though the file now has a ridiculous three license tags.
- So, why are you here asking me what's going on?: Because of the ineptitude or idiocy of what now has amounted to no less than three administrators and two bureaucrats (also administrators), along with a handful of other folk.

Well, assume that this blockade is already in operation. In three days a law about our flags will get officially changed. I don't know what that change includes, probably something about ourmilitary ensigns. That might be as good as a new state flag definition in the Constitution. - If it's protected by then (three days it might not be), you'd just have to upload it with another name. Naming conventions won't matter because there's no point trying to have a file properly named if you can't even edit it. Hi, in an effort to move the Commons:Language policy closer to completion, I have been editing it and cleaning it up for the last few days. I have tried to make the page as neutral and consistent as possible with the relevant policy and guidleine pages that it cross references.
I would appreciate it, as someone who has discussed some of these policies in the past, if you could look at Commons talk:Language policy and contribute your thoughts. This is the version that exists as I am writing it and I am encouraging everyone to consider the "static" page until everything gets sorted out.
