It didn't look like that in 2010, and in fact I have a 534px-wide PNG file on my hard drive showing what it looked like on Sep 22 2010, including the stars and rays. Sometimes with software changes to Wikimedia, the renderings of previously uploaded files change, and the SVG parsing rules have generally gotten stricter over time. I'll take a look at it...
