The Carl D. Perkins Bridge linking South Portsmouth, KY with Portsmouth, OH was completed in 1988. It is a steel cantilever bridge. The Scioto River enters from the right just above the Perkins bridge. The photo is taken from the point between the rivers, looking downstream.
