River locks were built to allow the entry and exits of boats to the Potomac River. The Goose Creek lock was to allow boats from the Goose Creek navigation (on the Virginia side) to enter the Chesapeake and Ohio Canal. Goose Creek in near Canal Lock#25 near Mile Post 30 at Edwards Ferry, Maryland.
