Categories of x – a subcat of x, not vice-versa[edit]

Please see United States by yearCategories of the United States by year, Provinces of ChinaCategories of China by province, Greece by centuryCategories of Greece by century and so forth..

Compare and understand the logic. Hierarchic downflow is always from the variable-topic while the "Categories of-" is a subsequent subcat of it ("Categories of England" can't parent "England", it only works from the more general deepwards). As far as I know this method has long-standingly been this way. "Categories of the Netherlands by century" derives from "Netherlands by century", not viceversa. Fail: "categories of" are meta-meta categories that should only (meta)categories, not topical categories, exactly like Category:Categories of Italy contains only categories of categories, so should go the next level down. --Foroa (talk) 13:34, 19 February 2013 (UTC)
OK. This view is not supported in most existing categories - of which I've just suggested a few clear examples - so please refrain from performing further alterations on categories with this question until we hear fellow editors, and stop the sustaining changes you've started with so the page be blank to allow discussion about this matter.
