Please read COM:OVERCAT and look at the lovely and simple graphic about parent categories. I would have explained this better in the edit summary, but there is not enough room and this is a very simple universal Wikipedia/Commons concept, and you could simply click through the category tree to quickly, and easily see that the Oregon Zoo category is in "Zoos in the United States" via the category tree: Oregon Zoo is in the cat "Zoos in Oregon" which is in "Zoos in the United States by state" which is in "Zoos in the United States". Thus, we do not put it in both "Zoos in Oregon" and the parent cat of "Zoos in the United States". This is a very simple process of moving items down the tree, otherwise the category "Zoos" would be unmanageable with thousands images. Aboutmovies (talk) 22:57, 11 December 2010 (UTC)

There are some higher cat called "Category:People by name", "Category:People of India by name", and so on, that have been created to be flat lists of the higher cats. Perhaps I should call it "Category:Zoos of the United States by name". I think that it would be a useful flat list to keep. Snowmanradio (talk) 11:18, 15 December 2010 (UTC)
I have made a metacat Category:Zoos in the United States by name to made a new flatlist, which does not have cats is both a cat and sub cat. Snowmanradio (talk) 11:09, 18 December 2010 (UTC)
