Allow overwriting for File:Sweden road sign F29.svg

Overwrite svg with EPS from Transportstyrelsen (Also with a slight background fix). There is no reason to keep the old one, the colour is wrong but otherwise there is not enough different to have three versions of the same sign on the site (there is already a pre-2007 version). I would actually wish to be able to overwrite all "Sweden road sign" files, as many of them need to be replaced, just like this one. I don't know if that is possible however. @Ragdoll4467: So was the colour always inaccurate or is the colour wrong because it got replaced? Also please link the pre-2007 version so I can compare to see if overwriting is actually better than making a third version. As for the other Sweden road signs, just make a post with all the ones you want to overwrite, it might take me a while but I can usually finish those within a few days. They have slightly updated the colours over the years, it is not a replacement like they redid it completely or anything.
