CDP Goals and Outcomes[edit]

Please complete this template once for the entire CDP.

Annual Plan FY18-19 topline goals (if applicable)       #1) Knowledge Equity - grow new contributors and content

#2) Knowledge as a Service - increase reach

X   #3) Knowledge as a Service/Foundational Strength - evolve our systems and structures

      None of the above

How does your program affect the annual plan topline goal:

Structured Data on Commons integrates structured data into Commons and supports people in migrating and creating structured data. It will evolve our systems by making Commons more usable and used.

Program Goal By the end of the program (Dec 2019), Structured Data on Commons will make Commons more used by making it easier to edit, upload, and find media metadata.  At least five million files will contain structured elements. This year, we’ll make progress on these goals by completing major features, supporting tool development, and doing programmatic outreach.
Outcome 1 Commons contributors can edit metadata more easily, in any MediaWiki-supported language
Outcome 2   People searching for media on Commons can find more relevant results faster
Outcome 3   GLAM institutions have more reliable and less challenging workflows for sharing media files and metadata on Wikimedia Commons as part of content partnerships, allowing for increased GLAM participation.
Outcome 4   Developers who create and maintain key Commons tools, including volunteer developers, can transition those tools to work with structured data on Commons.

CDP Targets[edit]

Outcome 1 Target 1 Measurement method
Commons contributors can edit metadata more easily, in any MediaWiki-supported language 1.  Commonists add more and richer metadata to 1% of Common’s media files by the end of FY18-19.

2.  Commonists add metadata to media files 2 months after the media is uploaded 10% more frequently.

3.  Commonists add metadata in structured fields in non-English languages to 1% of Commons media files by the end of FY18-19.

4.  Reduce the percentage of Commons contributors reporting editing is 'very' or 'somewhat' difficult by 20%

1  Baseline/quarterly comparison of metadata on files with a common template, such as the information template.

2.  Baseline/quarterly comparison of when metadata on file pages are edited.

3.  Quarterly measurement media containing structured fields using non-English languages.

4.  Baseline/endline surveys of Commons contributors.

Outcome 2 Target 2 Measurement method
People searching for media on Commons can find more relevant results faster 1.  People searching for media on Commons get more relevant results with less time and effort by the end of FY18-19.

2.  Default Commons search is more usable by searchers unfamiliar with Wikimedia projects after search using “depicts” feature is released.

3. People searching for media on Commons can find relevant results in 10 example queries by end of FY18-19.

1.1  Clickthrough rate

1.2  Clicks or scrolls to more results

2.  Usability testing

3. Test search using the example queries

Outcome 3 Target 3 Measurement method
GLAM institutions have more reliable and less challenging workflows for sharing media files and metadata on Wikimedia Commons as part of content partnerships, allowing for increased GLAM participation.   1. Over half of participants in identified pilot projects describe batch uploads to Commons as having a reasonably low barrier of entry.

Note:  We would like to be able to measure the number institutions and community members involved in GLAM batch uploads to Wikimedia Commons, and the number of files uploaded as part of these partnerships as a way of evaluating support of these kinds of projects (if it’s easier, then we should see more). However, the current infrastructure does not allow us to establish a baseline. During this year we will work with community members to implement a process for community adoption of a practice using structured data to track this.

1. Exit interview with GLAM participants of the pilot case studies.
Outcome 4 Target 4 Measurement method
Developers who create and maintain key Commons tools, including volunteer developers, can transition those tools to work with structured data on Commons. Tool developers transition key Commons tools related to metadata editing. Identify which tools are most used and/or most essential, then track when they are transitioned.

CDP Budget Segment 1 - Multimedia[edit]

Please complete one segment for each team involved in the CDP.

Team: Multimedia
Outcome # 1: Commons contributors can edit metadata more easily, in any MediaWiki-supported language
Output 1 Release of features that enable structured data editing and addition on the file page and as part of the media upload process.
Output 2 Release of user interface redesign that makes metadata uploading and editing workflows easier and functionality easier to find
Output 3 Implementation of “Depicts” statements that make file categorization, identification, and search simpler and more granular.
Output 4 Design, legal consultation, and implementation of Structured License functionality which alleviates current confusion and messiness in the selection and enforcement of licenses/permissions.
Outcome # 2: People searching for media on Commons can find more relevant results faster
Output 5 Release a redesigned Search Results page, which is currently limited and inefficient.
Output 6 Build an advanced search UI that empowers complex search statements with an easy-to-use process.
Output 7 Implement the long-awaited, often-requested feature of multilingual searches through the addition of multilingual file captions/descriptions and depicts statements.
Outcome # 3: GLAM institutions have more reliable and less challenging workflows for sharing media files and metadata on Wikimedia Commons as part of content partnerships, allowing for increased GLAM participation.
Output 8 Implement features where needed that address pain points in GLAM workflows from the list of identified GLAM pain points.
Outcome # 4: Developers who create and maintain key Commons tools, including volunteer developers, can transition those tools to work with structured data on Commons.
Output 9 Provide advice, documentation, and guidance to volunteer tool developers, when needed.
Output 10 Extend and release updated API(s) for developers to use.

CDP Budget Segment 2 - Search Platform[edit]

Please complete one segment for each team involved in the CDP.

Team: Search Platform
Outcome # 2: People searching for media on Commons can find more relevant results faster
Output 1 Commons search will be extended via additions to CirrusSearch and Elasticsearch and Wikidata Query Service, to support searching based on structured data elements describing media.
Output 2 Advanced search capabilities (e.g., Wikidata Query Service, SPARQL queries) will be updated to support the more specific media search filters and the relationships to the topics they represent.

CDP Budget Segment 3 - Community Programs[edit]

Please complete one segment for each team involved in the CDP.

Team: Community Programs
Outcome # 3: GLAM institutions have more reliable and less challenging workflows for sharing media files and metadata on Wikimedia Commons as part of content partnerships, allowing for increased GLAM participation.
Output 2 Properly document the (new) workflows for adding GLAM-related structured data to Wikimedia Commons, and train volunteers and Wikimedia affiliates to use the new workflows.
Output 3 Structured Data on Commons and its value for GLAMs is tested and demonstrated with at least 8 experimental GLAM pilot projects, focused on geographic and thematic diversity and on increasing knowledge equity. The CP team works with Wikimedia affiliates and communities to actively support and document the most relevant learnings, good and bad, from the pilot case studies, so they serve as examples of best practice that affiliates and community members can learn from, be inspired by, and build upon.
Outcome # 4: Developers who create and maintain key Commons tools, including volunteer developers, can transition those tools to work with structured data on Commons.
Output 1 Support (volunteer) developers and the SDC product teams in improving and transitioning key GLAM tools for Wikimedia Commons to work with structured data.  Support through advising and ensuring updated tools meet GLAM needs.
