Note that OTRS, like Commons, is entirely staffed by volunteers, and, also like Commons, is shorthanded, so it may be close to 3 days before the email is processed and the file is restored.

So the author of a work has to confirm that he is the author uploading it and then sending OTRS to say he is the author? Then what is the point of stating it when uploading? @EugeneZelenko: Commons:OTRS#When contacting OTRS is unnecessary clearly states « I created the file myself, it hasn't been previously published, and I am the sole owner of its copyright. Just follow the instructions found on the Commons:Upload page, unless the image/ file is of outstanding or professional quality or there is some other reason your authorship may be doubted. » So could you tell why you doubted the authorship? Such diagrams, posters etc. get regularly uploaded by "drive by" users, who just copied them from anywhere else. I would like get get opinions from other admins. The files should be (if at all) restored by another admin. regards --JuTa 16:44, 15 April 2019 (UTC)
@JuTa: Thanks for your insights. In this case all of them were specially created for Commons, including illustrations. The videos were also created specially for this and I reviewed all the music used on them, so it was free (PD or cited in the description). They even used Commons files in some cases and stated it in the description. We can't assume that something is a DW only because we think it is "good", I think is a bad assumption that doesn't encorauge users to create and share their great works. -Theklan (talk) 16:48, 15 April 2019 (UTC)
@DarwIn: Thanks for your reviews! I think that getting a new confirmation via OTRS would be impossible now, so maybe this video will be deleted forever.  Comment I think it is important to mention that it is not the first time EugeneZelenko targets content produced within the context of an education program. As you can see partially in User_talk:EugeneZelenko/Archive29#Derivative_work_-_audio_description --and I can provide more links if it is deemed necessary--, he deleted audio files of paintings from Brazilian collections my students had produced because they were described in Portuguese and he didn't know the language. I can only express my solidarity to Theklan and students. My sense is that EugeneZelenko should be removed of administrative rights, due to systematic failure of complying to basic rules of this project. --Joalpe (talk) 10:55, 24 April 2019 (UTC)

Commons:Project scope/Precautionary principle is also basic rule of this project. It's always good idea to plan ahead before starting mass project: how to not create ambiguities in authorship and copyrights status in these particular cases. --EugeneZelenko (talk) 14:03, 24 April 2019 (UTC)
I'm not blaming you, @EugeneZelenko: . I think that deciding what should be deleted on Commons is a huge responsability that I don't want (now) for my own. I highly appreciate admins on Wikimedia projects, I'm also one on euwiki and I know that sometimes we have to make hard decissions. On the other hand, undeletion request was made long ago, and there are still lots of things to undelete. It would be interesting if you could also help @DarwIn: on this complex task. It looks a bit overwhelming, such a huge work... deleted! I confess I do not know the details of their full compliance with licensing requirements, I can only trust Galder. Still I think that if something is to be deleted, you need at least some good leads to think materials may not be up to licensing standards. Otherwise we are either falling in the gulf of presumption of guilt or shouldering extra burden on contributors hence discouraging them from adding to Commons. I think it's good idea to find better procedure for such uploads. I still think that OTRS is best way to do this, because of next factors:
  • quite often music material is uploaded on Commons with completely false copyrights claims;
  • in many video background music is not attributed at all, mis-attributed or licensed under non-commercial/non-derivative Creative Commons licenses;
  • in my university days, enough students use plagiarism as easy way to make assignments.

Not of these videos are different from quite typical scenarios I provided above. I don't think that OTRS is excessive measure in this case. You could try to monitor Category:Copyright violations to understand administrators' point of view. --EugeneZelenko (talk) 14:01, 26 April 2019 (UTC)
@EugeneZelenko: You changed perfectly sourced videos and images with claims of being DW. I will assume you had a source to claim that they were derivated from somewhere else. I know that is harder for videos, but for images is really easy to know if they are copied from somewhere... and you still said they were DW. Many problematic files are also "perfectly" sourced and these uploads don't look too different. I think it is reasonable to have authorship/permission confirmations in OTRS for any modern art and music and these files are not exception. --EugeneZelenko (talk) 14:05, 27 April 2019 (UTC)

Yes, it does look like it was taken from a window. The DR calls the depicted building a "school". Looks like a mosque, an apartment building behind it and some sort of fenced in area (a small association football pitch?). @Albinfo: , @Kj1595: if they have any idea if depicted area is a public place or not. (Template for Albanian FoP seems to more open than German FoP about aerial views and the like though).

Those images have been deleted after many years without any discussion. Only for the first one is given a reason ("An older version with similar resolution is found here.") and this reason is wrong: The image was added to en Wikipedia in January 2008 [1] and the date of the blog where it allegedly was copied from is from دوشنبه 27 مهر 1388, which means October 2009.

Also it should be made clear to the user who deleted the files that it is very bad style to just write "Copyright violation: The source file was removed to the copyvio issues" as reason for the deletion. How should one find out what "the source file" and what "the copyvio issues" were after everything has been deleted?? --178.12.234.85 00:22, 29 April 2019 (UTC)

The file is the official logo for the public high school, Weber Innovation High School. It was created by the school and for the school. The school openly shares the logo because it is what the school is recognizable by and because it is an official government-agency produced logo. False: IP can neither delete nor overwrite an image. And the deletion nomination by this IP was correct as no evidence of the declared license was provided by the uploader (which is always required for already published works).
We do not accept any use for files uploaded here, they must be free even for commercial use. So unless you provide an evidence that the gaming company wishes this image to be under CC-BY 4.0 license,  Oppose undeletion as otherwise it would be clear copyright violation. The above uploads were all deleted by Jcb without a chance to respond to whatever unspecified information was missing. All images were uploaded with Pattypan with a spreadsheet including a filled out Template:Book and complete source and license information. All of the images were clearly public domain and included in Category:The Republican Court, and each image and the category indicated a publication date of 1856. If Pattypan failed to include some of the necessary information I can easily and quickly address it with AutoWikiBrowser. Also, a number of the images were included in image-specific categories and Wikidata items, all of which has also been undone and must be redone manually if the uploads are not restored. @Gamaliel: Technically, we need the filled information template in order to undelete the files, containing information lika source/author/copyright that is required. It can be provided here or edited as file pages without files.
Another problem here is: why tiff? Why not some compressed and/or multipage format, like djvu/PDF or even jpg? Why do you want large, uncompressed files 20-40MB per page that would generate huge transfer traffic per every read? I think, this resolution / format needs special explanation. I selected these images because I wanted the highest quality available for use on Wikipedia articles, wikidata items, and OCR for Wikisource. @Gamaliel: For Wikisource, a DjVu file is more useful, than separate high-res scans (the DjVu from IA already contains good quality OCR layer). The licensing statement covers time limits, form of reuse, cost and jurisdiction. What more can be expected? The copyright holder does know what it has on hands, that it singles out the ones they own copyright until 2023.
And the tourism minister Marx Beltrão goes on to say: uma vez que todos poderão utilizar, de forma gratuita, as imagens para ações publicitárias, feiras e promoção dos destinos.

In this case it's not PDM but PD-author. I would not hesitate to give a positive licence review, but a deletion request had been started. I expressed my support in the DR and on File talk:Ground Zero - Recife - Pernambuco-Brasil.jpg, but Jcb struck them out out of process. I don't think this is any different from cases like US federal agencies tagging their flickr photos with unfree licences. We can readily accept them because a valid, explicit licensing statement is in place and the tag is simply wrong. These are because of legal reasons (we do not accept possibility that somebody may be authorized to request image deletion on legal basis as this makes the status of potential image reusers unstable); see also COM:PCP. This is a painting that I legally purchased at the AE Backus Museum. I have proof of purchase. I took the picture and released the rights into the public domain. The painting was painted over forty years ago. The painter has been dead for twenty nine years. There is no copyright notice for this painting. And I challenge anyone to produce evidence that it was ever copyrighted. Any assertion of copyright violation would appear to be ludicrous.

@LarryStevens: Painting ownership is independent to painting copyright ownership. The latter belongs by default to the painter heirs unless explicitely transferred in a contract or expired. We do not know whether you have bought only the painting itself, or you have also bought copyright to the painting; we even don't know if the museum was authorized to sell the copyright. According to our rules, such unceirtainty is a reason to delete the image per COM:PCP. So, please check carefully your contract.
As the painting originates from US, it is also possible that its copyright expired already. But more information is needed to verify that. As a general rule, copyright expire 70 years after the author's death (in 2061). But in some cases, depending on when it was made available to the public for the first time (eg. in a museum or exhibition) and whether it contains copyright notice on the reverse side and/or whether its copyright has been registered in US Copyright Office. So in this case more information is needed. While uploading you declared that the painting was made or published in March 2012, which is unlikely.
Also, note, that if the painting's copyright expire already, you would not be authorized to grant a license to the image: if it is in Public Domain, you cannot request to be attributed as its author as you did (making a 2D copy of a 2D painting does not establish a new copyright in US; only the copyright to the original painting, if exist, can the base of any copyright-based action, like licensing).
So, if you provide more information, as mentioned above, it is likely, that the image can be restored. But I  Oppose undeletion it its current state. Ankry (talk) 05:20, 4 May 2019 (UTC)

This file was unfairly deleted. My file was under the public domain, in Wikimedia commons there mugshots of rappers such as Lil Pump, YNW Melly, Wide Neck, and even Atlanta based rapper Offset. The image of GlokkNine is just like those images, it is a mugshot in Orange County Florida police departments. The website of the Orange County Florida records stated, "All of the photographs and records on this website are parts of public records. We are under no legal obligation to remove anything on this website. Publishers are NOT REQUIRED to obtain permission from anyone to post public records from anyone to post public records emanating from law enforcement agencies anywhere in the United States, either in part or in whole.". The link is here. Why was GlokkNine's image removed but other rappers mugshot kept? The image is an image from the United States of America government, this isn't some random country where public domain images are restricted. Lastly, the history of my image showed before JCB deleted it, another wikipedian edited and added the template for the image being part of United States governmental public image. If I post the template in the very bottom of this page, listed below just like YNW Melly's than my image is not in violation of copyright law as the arrest occured in Florida and is free to the public. Therefore, Jcb unfairly deleted my image and File:GLokkNine.jpg should be restored. The image existed for almost half a month before being deleted. The template below is the template I will use for GlokkNine, it will be more than justifiable then. {{PD-FLGov}}

Centro Flamenco granted a non-exclusive license was granted to ABS CBN to use the picture in their article (the https://news.abs-cbn.com/life/10/23/17/la-luna-roja-to-feature-red-hot-flamenco). Fundacion Centro Flamenco is and continues to be the owner of the image.

I have requested that Centro Flamenco write a release under creative commons 4 for a free license regarding this image.

Your reason for this deletion was "1950's Congolese postcard. Noncommercial license at source. Could be PD if first published in Republic of the Congo in 1957 if truly anonymous. Commons:Copyright rules by territory/Republic of the Congo".

Note that in 1957, republic of the Congo was a French Territory, because the independence occurred in August 1960. The photography had probably been taken by a French citizen at that time. Moreover, when reading the Commons:Copyright rules by territory/Republic of the Congo, it is expressly written " Photograph : Create + 25 years; Anonymous : Publish + 50 years; Anonymous or pseudonymous works are protected for 50 years since the date of creation. ". Therefore, we are far beyond the limit of 50 years. For this reason I would suggest to restore this post cards. Otherwise, could you provide me the precise reason for this deletion instead of the generic one.

 Oppose citizenship of the author may be irrelevant; but as the postcard seems to be published under French jurisdiction, French copyright law applies here (70 pma or 70 post publication foe anonymous works). I did not found any info whether members of Union Française autonomy concerned copyright (so assuming: no) nor that copyright extension to 70 years did not apply to works from former colonies (assuming: it applied). Note, that I see no way for the image to be PD in 1996, so URAA applies also. Ankry (talk) 06:45, 3 May 2019 (UTC)
As Jcb and Ankry say, if it was first published under French jurisdiction, it's simply still in copyright as 70 years have not yet passed since 1957. Since Commons cannot currently accept noncommercial licenses, we can't keep it under that license, and have to wait until it becomes public domain in France (which would either be 70 years after death of author or 70 years post publication if truly anonymous).   1. you declared then this photo is a selfie (same photo author and photo subject), which is unlikely
  2. you did not provide information (eg. a link to a webpage) where the cc0 license is granted by the photographer and where the license can be verified by anybody; this is required if you are not the photographer.

As I am the original copyright holder, and apparently I granted the license at the procedure when I uploaded the picture, I request to restore it. (There is no copyright violation.)

In order to prove the verity of the above mentioned facts, my husband (Mr. Tibor Szanyi) added as comment to the mentioned picture on his website that it has been taken by "Create-You byXenia™" which is my project as photographer.

The image was published on the website of Fundacion Centro Flamenco who owns all copyright over the image. I received their consent to use the image. I am not sure how to verify the license with wikipedia. Do you require an email from Fundacion Centro Flamenco verifying they have provided me with the right to use the image? If so, where do I send it? The author unknown as all copyright over the image belongs to Centro Flamenco and all rights, including the right of attribution, belong to Fundacion Centro Flamenco.

@Vlvescovo: and while uploading you declared that YOU are the author (photographer)... Authorship is moral right that cannot be transferred to anybody else, unlike copyright. And if you are not the photographer, you cannot grant a license on wiki. In such cases we need either prior free license information on a public website of the author or a written free license permission following COM:OTRS instructions. Note that OTRS, like Commons, is entirely staffed by volunteers, and, also like Commons, is shorthanded, so it may be close to 3 days before the email is processed and the file is restored.
If the message was sent to the English language version of OTRS and the email has been properly received there the sender will receive an automatic reply with the ticket number. I need this image to create an article about this award. The "Premia Prizvanie" is the main award for doctors in the Russian Federation. It is awarded to doctors and medical workers for outstanding achievements in the field of medicine. There is currently no article about this award on Wikipedia, and no images of this award on the Wikimedia Commons. In this regard, please restore this file.
