I made a proposal to improve the definition of free cultural works at , by making the meaning of "anyone can" more explicit. Under my proposed amendment to freedomdefined, it would become clear that works made free through a secret agreement between licensor and first licensee, such as Wikimedia's OTRS tickets are less free than works that are free by way of a public agreement. See diff of my proposal. Teofilo (talk) 17:27, 3 May 2012 (UTC)

So what would this even mean for OTRS permissions in the future? User:Zscout370 (Return fire) 04:01, 4 May 2012 (UTC)
I think we need input from lawyers. We must ask lawyers how we can imagine a world where all reusers can easily access the legal instruments that can make them win their case in court. Teofilo (talk) 14:25, 4 May 2012 (UTC)
