(a) Recent activities of the Young Men's Suicidal Alliance (KESSHI SEINEN DOMEI) in CHONJU (1010-1430) indicate that this is an underground organization with terroristic intent. Its members have recently, been beating and robbing Japanese civilians. Koreans have been warned not to deal with the Japanese and those found doing so have been assaulted. The leader of the Alliance is believed to be KIM, Nichi Sei, reported at present to be in Russian occupied Korea. This man formerly attended the Japanese Military Academy but deserted and fled to Russian. Although not reported as being active in CHONJU, the Young Men's Association, an affiliate of the Korean People's Republic, has created similar disturbances in several other towns throughout southern Korea.
(b) Further interrogation of CHOI, Syung Im, apprehended as the leader of four men who engaged in a gun battle in a cafe in SEOUL on 6 Nov, disclosed that the men were members of a Communistic gang. CHOI stated that the purpose of the gang was to engage in robbery in order to obtain funds with which to buy weapons. These were to be used to assassinate leaders of the Korean Democratic Party and Dr. RHEE, Syng Man. The gang was partially separated on 15 Sep 25 when two Communist members also bearing the name of CHOI, left for the Russian controlled half of Korea. At the time CHOI, Syung Im remained south of the 38th parallel in order to recruit more members for the gang. He expected the two absent members to return to SEOUL from Northern Korea in the early part of December.
