    About 18 October, a person thought to be a subordinate of Gen. KIM, Il Sung, a Korean general who fought with the Chinese, arrived in HEIJO and announced that he was KIM, Il Sung. This man is about 32 years of age. The real KIM, Il Sung, is believed to be about 58 years of age. This young Gen KIM requested an audience with the Committee. It was granted, and he stated that there must be a democratic form of government, even though there were many Communists. On 20 October, the Russians permitted the Democrats to have a public demonstration. The Soviets built Gen KIM up as a great Korean patriot. At this gathering, Gen KIM proposed to form a Democratic Party and not to interfere with the Communist Party which was all set up. Mr. HAN feels that Gen KIM might be a Communist and be professing democratic beliefs just to get into a position of power in the Democratic Party and thereby set up Communist control of the same. Gen KIM proposed to Mr. CHO that they join forces. Gen KIM stated that he was leader of the Korean Independence Army in MANCHURIA. He said that his Army was composed of many parties but that he wasn't a member of any of them. Although Mr. HAN expressed his suspicions about Gen KIM, Mr. CHO decided to work with the general to unite all organizations in N KOREA except Communistic groups into a Democratic Party. Since 20 October, the Korean Democratic Party (CHOSUN MINCHOO DANG) has been forming. Mr. CHO was to be leader and Gen KIM second-in-command. Shortly after 20 October, an organization meeting of the Democratic Party was held. Gen KIM was sick and sent a representative to the meeting. This representative professed a high regard for Communists and Russians. This caused considerable discussion. Gen KIM's representative proposed that problems be addressed to RUSSIA first, to the US second, and to CHINA. third. Mr. CHO proposed that the problems be addressed jointly to all the allies, Gen KIM's representative next proposed that one of the planks of the party platform should be that all Japanese collaborators should be required to resign immediately from official positions. Mr. CHO stated that he felt that this could be effected without being made a part of the platform. Later in the meeting Gen KIM's representative became displeased at the statement that the atomic bomb caused the defeat of JAPAN and he contended that the Russians contributed just as much. These things made Mr. CHO and Mr. HAN suspect Gen KIM to be trying to stir up strife in the Democratic Party; also communists were saying that Mr. CHO would become the tool of Gen KIM. On 26 October another meeting was held, and Mr. CHO and Gen KIM reached an agreement on the things which had previously caused dispute, It was also agreed that Mr. CHO would be leader, and that Gen KIM would not hold office, But would be an adviser and send two representatives. Mr. HAN left HEIJO on 2 November and believes that the Democratic Party was officially organized on 3 November.
