    THIS HEADQUARTERS HAS HAD DIRECT LIAISON WITH MR CHO, MAN SIK THROUGH SEVERAL INTERMEDIARIES INCLUDING THE SON OF CHO, MAN SIK. THESE INTERMEDIARIES APPEAR TO BE HIGH TYPE MEN, HAVE CREATED FAVORABLE IMPRESSION AND INFORMATION OBTAINED FROM THEM CONSIDERED RELIABLE. CHO, MAN SIK IS LEADER DEMOCRATIC PARTY FOR NORTHERN KOREA AND CLAIMS FOLLOWING HALF A MILLION MEN WHO WILL, IMPLICITLY OBEY HIS ORDERS. HE IS KOREAN PATRIOT WHO STANDS ABOVE PARTY LEVELS AND NATIONALLY PROBABLY THE MOST CAPABLE AND STRONGEST KOREAN LEADER. ALTHOUGH COMMUNISTS HAVE CONTROL OF GOVERNMENT UP TO PROVINCIAL LEVEL THE ONLY COMMUNIST LEADER OF IMPORTANCE IS KIM, IL SAWNG WHO WAS IMPORTED AND BUILT UP BY THE RUSSIANS. COMMUNISM IS NOT POPULAR IN NORTHERN KOREA. IF THE RUSSIANS ARE TO MAINTAIN POLITICAL CONTROL IT IS OF UTMOST IMPORTANCE THAT THEY WIN CHO, MAN SIK'S SUPPORT. THE COMMUNISTS IN KOREA UNDOUBTEDLY ABETED AND SUPPORTED BY THE RUSSIANS HAVE GONE ALL OUT FOR TRUSTEESHIP OR GUARDIANSHIP AS THEY INTERPRET IT. KNOWING THE RIGHTIST SENTIMENT IN SOUTHERN KOREA IS VIOLENTLY ANTI-TRUSTEESHIP CHO, MAN SIK HAS BEEN RELUCTANT TO ACCEDE TO RUSSIAN PRESSURE WHICH WOULD RESULT IN POLITICAL DIVISION OF KOREA AS WELL AS GEOGRAPHICAL DIVISION. ON 16 JAN EMISSARY CHO, MAN SIK ARRIVED HERE REQUESTING GENERAL HODGE SEND INFORMATION MEANING OF TRUSTEESHIP AND ADVICE AS TO ACTION CHO, MAN SIK SHOULD TAKE. EMISSARY DEPARTED 17 JAN FOR HEIJO WITH INFORMATION THAT CHO, MAN SIK SHOULD THROW HIS FULL SUPPORT TO ASSISTING JOINT COMISSION IN THE ESTABLISHMENT OF INTERIM GOVERNMENT AND THAT DECISIONS ON SUCH INDEFINITE MATTERS AS TRUSTEESHIP BE HELD IN ABEYANCE UNTIL DETAILS HAVE BEEN WORKED OUT BY JOINT COMMISSION.
