Some of the most important long distance lines inEurope cross intermediate countries and their construc-tion and operation require an international point ofview and noteworthy international co-operation. Thus,lines between England and Germany must cross eitherBelgium or Holland and the portion of each circuitlying within the boundaries of the transit country isbuilt and maintained by that country. The TelephoneAdministration of the transit country is the finalarbiter as to the number of through lines it will provide ( 309 ) Bell Telephone Qvarferlif and the rates it will charge for their use. Transitcountries, therefore, play a very fundamental part indetermining the quality of international service andgood service requires that each such country providean adequate number of lines for other countries trafficon acceptable terms.
