r new legislation amending or supplement-ing this Act. The Secretary of Agriculture shall also make such specialreports as Congress may request. (Sec. 20. That for the purpose of carrying out the provisions of this Actthere is hereby appropriated, out of the moneys in the Treasury not other-wise appropriated, $75,000,000 for the fiscal year ending June 30, 1922,$25,000,000 of which shall become immediately available, and $50,000,000 ofwhich shall become available January 1, 1923. Sec. 21. That so much, not to exceed 2Y2 per centum, of all moneys herebyor hereafter appropriated for expenditure under the provisions of this Act,as the Secretary of Agriculture may deem necessary for administering theprovisions of this Act and for carrying on necessary highway research andinvestigational studies independently or in co-operation with the Statehighway departments and other research agencies, and for publishing theresults thereof, shall be deducted for such purposes, available until expended.

State Highway Commission 35 Within sixty days after the close of each fiscal year the Secretary ofAgriculture shall determine what part, if any, of the sums theretoforededucted for such purposes will not be needed and apportion such part,if any, for the fiscal year then current in the same manner and on thesame basis as are other amounts authorized by this Act apportioned amongall the States, and shall certify such apportionment to the Secretary of theTreasury and to the State highway departments. The Secretary of Agriculture, after making the deduction authorized bythis section, shall apportion the remainder of the appropriation made forexpenditure under the provision of the Act for the fiscal year among theseveral States in the following manner: One-third in the ratio which thearea of each State bears to the total area of all the States; one-third inthe ratio which the population of each State bears to the total populationof all the States, as shown by the latest available Federal c
