Add a one-line explanation of what this file represents

The Bloomingdale Trail is a future roughly 3-mile elevated linear park on the northwest side of Chicago. Currently an abandoned railroad right-of-way owned by the Canadian Pacific Railway. That's the CTA Blue Line El passing over the ROW.

Check out Grid Chicago for coverage of the planning process. Thanks to Steven Vance for the tour.
