Zum Abschluss der siebenstündigen Beratungen konstatierte der Vorsitzende des Staatsrates der DDR, Walter Ulbricht (m. stehend) die Entwicklung der sozialistischen Menschengemeinschaft sei eine Grundfrage in der Periode der Gestaltung des sozialistischen Gesellschaftssystems.
