Description On the floor of the House, Rep. Ben Cardin calls for a change of course in Iraq -- one that includes bringing U.S. combat troops home. The Congressman has called for beginning the process of removing combat troops this year, with the expectation that all U.S. combat troops will be home by the end of 2007. "We need to send a message to Iraq that we will not be there indefinitely," he said.
