In 1906an edict was issued aiming at the prohibition of theuse of opium within ten years. This edict has sincebeen put into execution and the opium trade hasfinally been suppressed. Political reorganization was also undertaken. Animperial commission was sent to Europe in 1905 tostudy the representative systems of various countries,and on its return a committee, consisting of manyhigh dignitaries, was appointed to study its report.In August, 1908, an official edict was issued prom-ising, in the name of the Emperor, a constitution in1917. But the process of transformation was destined toproceed more rapidly than was contemplated. Radi-cal and revolutionary parties appeared upon the scene,demanding a constitution immediately.
