According to the Republic of Lithuania Law on Copyright and Related Rights (passed on May 18, 1999 and amended 2010) Chapter II, Section 1:

Article 5. Works not Attributed to the Subject Matter of Copyright Copyright shall not apply to:

 1) ideas, procedures, processes, systems, methods of operation, concepts, principles, discoveries or mere data;
 2) legal acts, official documents texts of administrative, legal or regulative nature (decisions, rulings, regulations, norms, territorial planning and other official documents), as well as their official translations;
 3) official State symbols and insignia (flags, coat-of-arms, anthems, banknote designs, and other State symbols and insignia) the protection of which is regulated by other legal acts;
 4) officially registered drafts of legal acts;
 5) regular information reports on events;
 6) folklore works.
Hence it is assumed that this image has been released into the public domain. However, in some instances the use of this image might be regulated by other laws.

This image is in the public domain according to Article 4, case 2 of the Polish Copyright Law Act of February 4, 1994 (Dz. U. z 2022 r. poz. 2509 with later changes) "normative acts and drafts thereof as well as official documents, materials, signs and symbols are not subject to copyrights". Hence it is assumed that this image has been released into public domain. However in some instances the use of this image in Poland might be regulated by other laws.

According to the Article 10 of the Law of Ukraine on Copyright and Related rights this work is in the public domain within Ukraine and possibly in other jurisdictions because it is one of the following:
  • (a) daily news or details of current events that constitute regular press information;
  • (b) works of folk art (folklore);
  • (c) official documents of a political, legislative or administrative nature (laws, decrees, resolutions, court awards, State standards, etc.) issued by government authorities within their powers, and official translations thereof;
  • (d) State symbols of Ukraine, government awards; symbols and signs of government authorities, the Armed Forces of Ukraine and other military formations; symbols of territorial communities; symbols and signs of enterprises, institutions and organizations; (includes postage stamps)
  • (e) coins and banknotes;
  • (f) transport schedules, TV and radio broadcast schedules, telephone directories and other similar databases that do not meet the originality criteria and to which the sui generis right (a particular or special right) is applicable;
Note that drafts of anything that falls under sections (d) and (e), unless officially approved, are under copyright.
