amending the War Risk Insurance Act,and the American Legion regards this bill favorablywith the one reservation that it be amended so as topermit lump sum payments for term insurance aswell as for converted insurance and so as to placeterm insurance on exactly the same basis as convertedinsurance so far as payments are concerned. Thiswill enable the man who cannot convert his insuranceat this moment when he is lean from long service tohave that opportunity later. Otherwise only theservice man in sound financial condition benefits bythe act. These changes manifestly are necessary in theinterests of equity, justice—and the continuance ofwar risk insurance. When the changes have beeneffected, thus adjusting war risk insurance to a peace-time basis and the wishes of the insured, the presentapathy and even antipathy of former service men toWar Risk Insurance will disappear Let us hopethat Congress will act in this instance without un-necessary equivocation or delay. In the first place, Moran, engagedjust a month or two before as the suc-cessor of Christy Mathewson tothe management of the club, hadmuch to learn about the playershe inherited, and they, in turn,knew very little of the methodsof the new leader.
