Source Extracted from PDF version of the 1997 NCS Annual Report (direct URL [1]), and colorized based on Image:USIASeal.jpeg. The eagle was replaced with the one from Image:US-DeptOfState-Seal.svg, since it is colorized but otherwise identical.
