The meaning of the gray label is confusing

I believe, with all due respect, that this map is confusing and badly made.

I am basing this opinion on the fact that gray usually marks which countries you do not have data for or that has not yet taken a position in the matter.

At a quick glance, it appears as none of Kosovo's neighbour countries has taken a position on Kosovo's independence.

I suggest:

1. That the map is renamed to "Europe on Kosovo independence".
2. That the meanings of the gray label is changed to "Data is missing or country that has not yet taken a position in the matter".
