Though the discussion there is about brazilian symbols, The Law 9279 states at Seção II Dos Sinais Não Registráveis Como Marca Art. 124. Não são registráveis como marca:
XIV - reprodução ou imitação de título, apólice, moeda e cédula da União(Government), dos Estados, do Distrito Federal, dos Territórios, dos Municípios, ou de país;
There is a confusion between trademark and copyright here. In Brazil register (registro) is used for both copyright (direitos autorais) and patent. When we want to talk about one specifically we don't use register. And in Law 9610 art Art. 6º says: Art. 6º Não serão de domínio da União, dos Estados, do Distrito Federal ou dos Municípios as obras por eles simplesmente subvencionadas (The work simply subsided by Union, States, Federal District or municipalities won't be their domain .).
