I really don't care, as far as my involvement in that file goes, since all I did was some light technical cleanup, and in my opinion the image should be public domain anyway (I release all my changes to it to the public domain). If you want to be scrupulous in conforming to paperwork requirements, you would credit Дмитрий-5-Аверин (or Dmitriy-5-Averin if you want to use the Latin aphabet), and link back to the URL http://commons.wikimedia.org/wiki/File:Flag-map_of_Syria_%281932-1958,_1961-1963%29.svg , but I'm not sure that it's absolutely necessary in this case (though it would certainly be required for reusing attribution-required images with a greater degree of originality).
