Images on Commons must be FREE, free to use by everyone for every purpose including money making purposes and modification of the image. is licensed "Creative Commons Attribution Non-commercial Non-Derivative" - the NC and ND terms already say that this image is not free enough for Commons. It is also not {{cc-by-2.0}} and especially not licensed as {{PD-author}}, you placed this two licenses on the image description. --Martin H. (talk) 10:51, 20 September 2009 (UTC)

If you obtained permission that everyone (a "for/in Wikipedia" permission is not enough) can use the image for every purpose including commercial use and modification please ask the user on Flickr to change the license of this image to "Creative Commons Attribution ShareAlike", that license allows for commercial reuse and modification. Otherwise, if the flickr user dont want to change the license, you may forward the Flickr mail allowing for free reuse under a free license to COM:OTRS refering to the name of the deleted image. --Martin H. Both, here and on Flickr. You marked the file with {{Flickrreview}} (because you uploaded it as an image from Flickr in Commons:Upload) but the image fails the free license criteria on Flickr, see COM:FLICKR. You are the author of the screenshot, however this screenshot is a derivative work from a most likely copyrighted work, in this case the video that it came from. In order to upload the screenshot under a Commons compatible license, you would have to obtain permission from the copyrights owner of the original work. The youtube uploader most likely is not the copyrights owner, you would have to contact the organization (possible Eurovision or the original broadcaster) to obtain a license. --Ferengi (talk) 09:46, 4 October 2009 (UTC)

Chinese road signs[edit]

Hi Rocking Man - thanks for the note; sorry, I don't know what license is applicable. It will depend on whether the Chinese state holds any copyright in road signs.
