On Commons you can uplaod:

Media files you created yourself - entirely by yourself.
Images with expired copyright (regular: 70 years after the photographers death)
Images freely licensed by the copyright holder.

On Commons you can not upload:

Images taken from random websites without the copyright holder explicite written permission on free reuse.
