There seems to be a problem regarding the description and/or licensing of this particular file. It has been found that you've added in the image's description only a Template that's not a license and although it provides useful information about the image, it's not a valid license. Could you please resolve this problem, adding the license in the image linked above? You can edit the description page and change the text. Uploading a new version of the file does not change the description of the file. This page may give you more hints on which license to choose. Thank you.

The map image used is taken from Google Earth Pro and all attributions required for free use are included and in accordance with Google Map policy. The claim that this image has been published by its legitimate copyright holder under the terms and conditions of the Creative Commons Attribution 3.0 Unported license was patently false. I can't fully interpret; "Creative Commons Attribution 3.0" but the content is published, freely available to all, and should be covered by fair use law. "Creative Commons Attribution 3.0" means these terms. When you uploaded the image, you claimed that the copyright holder had approved publication under those terms, which is not true. The real terms prohibit copying, modification, redistribution, sublicensing, and commercial use. Please read Commons:Project scope/Summary to understand what you can and cannot upload to Commons, and please understand that non-free content cannot be hosted on Commons under fair use provisions.
