  • use in any work, regardless of content
  • creation of derivative works
  • commercial use
  • free distribution

See Commons:Licensing for the copyright policy on Wikimedia Commons, and Commons:Image casebook for some specific examples. Some other Wikimedia projects have different licensing policies. For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.

Please make sure that you only upload works you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. Again, please read through Commons:Licensing, which is quite crucial to understanding how Wikimedia Commons works. This file has been released by the author (wife of the subject) under Creative Commons license. The fair use comment was sarcasm based on confusion over wording on English Wikipedia. This photo is being used in the Wikimedia Foundation 2015 elections beginning in 11 hours, and we really need it undeleted. The subject has verified on his user page on Meta that it can be posted on Commons, and again, it was posted with a CC license. Please undelete it so that the election will not be impacted, or if you disagree with my assessment, at least do not CSD it. I see no reason to CSD if you are simply concerned about verifying the intent and license. --Varnent (talk)(COI) 12:39, 16 May 2015 (UTC)
The file was tagged for seven days with {{no permission}}. The copyright holder need to send permission to COM:OTRS. I can restore it if the copyright holder is sending permission to OTRS. --Steinsplitter (talk) 13:00, 16 May 2015 (UTC)
That method did not seem to work as the author and subject did not know. As to not harm the election, can we be flexible and tag with OTRS pending? I am contacting the candidate about the issue, but it is unlikely it will be resolved in time for the elections (which start in about 9 hours) and will leave a red link spot on the elections page and SecurePoll - which seems rather unfair to the candidate for the sake of strict enforcement. :/ --Varnent (talk)(COI) 13:05, 16 May 2015 (UTC)
