Description After 23 years of service to our nation, Sacramento District Deputy Commander Lt. Col. Andy Kiger (left) retired from the United States Army Oct. 21, 2011. Here, he is presented with a Presidential Certificate of Appreciation by District Commander Col. Bill Leady in a ceremony at district headquarters in Sacramento, Calif.
