Description
English: Ecuador, 22 de Abril del 2021.- La tarde de este jueves, 22 de abril de 2021, llegó hasta la sede Legislativa el proyecto de Ley Orgánica para la Gestión de Emergencia Sanitaria por Pandemia, propuesto por el presidente de la República, Lenín Moreno Garcés, que busca generar acciones, sanciones y disposiciones aplicables en caso de emergencia sanitaria como la que atraviesa actualmente el país.

Fue el principal de la Asamblea Nacional, César Litardo Caicedo, quien recibió la iniciativa legal de manos del ministro de Gobierno, Gabriel Martínez y del presidente del Comité de Operaciones de Emergencia (COE) Nacional, Juan Zapata. El proyecto responde al dictamen de la Corte Constitucional por el cual el Ejecutivo, en un plazo de tres meses, debía elaborar y plantear un cuerpo legal para regular, de manera adecuada, el derecho a la libertad de tránsito en episodios de pandemia. La propuesta contiene cinco capítulos que establecen las circunstancias necesarias para autorizar la restricción de los derechos de libertad de tránsito y de reunión en zonas catalogadas como de alerta sanitaria, sin necesidad de dictar estado de excepción.
