Флаг муниципального района «Тес-Хемский кожуун Республики Тыва» представляет собой прямоугольное полотнище жёлтого цвета. Со стороны древка из верхнего и нижнего углов флага исходят наклонные полосы голубого цвета. Голубые полосы образуют при соединении одну полосу, проходящую вдоль длины флага по его середине. Условный треугольник, образованный голубыми полосами, исходящими из верхнего и нижнего углов флага и его левым краем, имеет красный цвет. Отношение ширины флага к его длине — 2:3.

Расстояние от края полотнища (со стороны древка) до пересечения голубых полос равно 1/3 длины флага. Ширина голубых полос, исходящих из верхнего и нижнего углов флага, равна 1/18 ширины флага. Расстояние голубой полоски, проходящей вдоль длины флага по его середине, равно 1/6 ширины флага.
