The brothers Anton and Albert Lehmann, Rummelsburg wool and plush goods manufacturers, bought the entire site of today's Victoriastadt in 1871. After founding Cement Bau AG together with Albert Protzen, also a factory owner, in the same year, they had the area subdivided. Rental apartments were to be created to accommodate the workers of the factories being built in Rummelsburg and Friedrichsfelde. The investors made no investments in urban development. For years there were no water, electricity or gas connections. Only a communal cistern served as a water dispenser. The fire station and the spacious public school (originally a Catholic primary school) were built in the early 20th Century by the municipality.
