English: Photograph of John C. Porter (right), mayor of Los Angeles; George Francis (center), former city Assistant Attorney; and Carl B. Wirsching, member of the Board of Public Works, in front of the door to the Grand Jury room. The photo was taken on the day they were called to testify at a Grand Jury investigation into charges of gross irregularities in Harbor Department affairs. Porter and Francis testified and Wirsching was excused. Norton and Meyer Simon also testified. |
