Mrs. Robert Hamilton Smith P.O. Box 4375 Philadelphia, Pennsylvania 19118 Dear Mrs. Smith: Your letter of May 8 asks my advice on inviting Mr. Hartzog to speak at the dedication in August. I think you should by all means ask Mr. Hartzog if he will do the honors, but you should anticipate that he may be on a trip to the Western parks, or that he may have another commitment already: August 25 is a special anniversary in our agency, being the date when President Wilson signed the Act creating the Service. If he has a prior obligation, he would delegate the speech of acceptance duty to a subordinate, perhaps to Mr. Lee. If Mr. Hartzog makes the principal speech, Mr. Lee would probably say a word of welcome, for the Northeast Region. Your comment about heat at the outdoors ceremony is perceptive! I would strongly recommend that the duration of events at the memorial be held to an hour at most. With this in mind, perhaps Sen. Ervin should speak at the luncheon, if he wishes to speak at length. There will be many details to settle when you and Judge Beard are here, so I will not dwell upon other points now. Looking forward to seeing you. Sincerely yours, Kittridge A. Wing Superintendent
