Description
English: Workers and city and Holyoke Water Power Company officials observe the laying of the last stone in the third Holyoke Dam, at 3 o'clock in the afternoon of January 5, 1900. The man in the center left in the lighter jacket and tan Homburg hat is Arthur Chapin, the last of 6 mayors to preside over the city during the dam's construction. The identity of the bearded man at the far right with a cane is unknown, but likely one of the members of the HWP Company's board of directors.
