فارسی: نیلوفر ابتکار معروف به معصومه ابتکار و سیستر مِری (زادهٔ ۱۳۳۹خ/۱۹۶۰م در تهران) فعال سیاسی اصلاح‌طلب، روزنامه‌نگار، مؤلف و مترجمِ ایرانی، از اعضای مؤسس جبهه مشارکت ایران اسلامی، معاون رئیس جمهور و رئیس سازمان حفاظت محیط زیست ایران است.
معصومه ابتکار نخستین زن ایرانی است که پس از انقلاب ۱۳۵۷ وارد هیئت دولت شده‌است. او بیشتر به‌خاطر نقش خود در تصرف سفارت آمریکا در ۱۳ آبان ۱۳۵۸ و ۸ سال ریاست سازمان حفاظت محیط زیست ایران در دوران ریاست جمهوری محمد خاتمی و ریاست مجدد وی بر این سازمان در دوران ریاست جمهوری حسن روحانی معروف است. ابتکار در بحران گروگان‌گیری در سفارت آمریکا، سخنگوی گروگان‌گیران بود. او همچنین به مدت هفت سال در شورای شهر تهران نماینده مردم بوده است.

She has previously held the same office from 2 August 1997 to 3 August 2005, making her the first female Vice President of Iran.
