The Pacific Northwest Traction Company line here was an Interurban running from Mount Vernon, Washington to Bellingham, Washington. It began service August 31, 1912.

"Bow" is a bit of a stretch for Clayton Bay/Beach. Nowadays, at least, "Bow" refers to a small unincorporated settlement near Edison. This 1925 map shows Clayton Bay roughly 7 miles (11 km) northwest of that, past Blanchard, Washington, basically where Clayton Beach is now in Larrabee State Park.
