Northeast Region 143 South Third Street Philadelphia 6, PA D66-DCL April 11, 1963 Memorandum To: Director From: Regional Director Subject: Text for South Carolina Memorial With our memorandum of March 26 we submitted plans for the proposed south Carolina Memorial at Gettysburg for your review and approval. We indicated in that memorandum that the text for the memorial had not been received, but would be submitted immediately upon receipt. We now enclose the test for the inscription, the several military units cited and the members of the Centennial Commission and Memorial Committee. We are willing to accept the inscription, although we feel it could be more directly aimed at Gettysburg and the participation of these troops in the engagement and we are also willing to accept the military units. The type of inscription and the names of officers and men with designation of their organizations are in keeping with established policy and practices and coincide with the old regulations issued by the War Department for military Parks. As Superintendent Wing points out in his memorandum of April 5, copy enclosed, a few of the memorials at Gettysburg contain the names of the monument commissioners or committees, but we believe these were installed prior to the issuance of the War Department regulations in 1931. Subparagraph c of paragraph 25 in these regulations specified that “no reference shall be made thereon (memorials or monuments) to the names of State officials, legislation, or commissions concerned with the gift.” We endorse this prohibition and recommend approval of the text on the condition that the names of the individual members of the Commission and Committee will be omitted from the monument. We see no objection, of course, to including the official organization names of the Commission and the Committee on the Monument. We appreciate this may very well run into strong opposition and, if the South Carolina interests insist on including the names of the members of these two organizations, perhaps we could prevail on them
